 MOU at a glance


  • is a non-profit institution operating within the broader public sector, established in 1996 by a joint decision of the Greek Government and the European Commission
  • it reports to the Minister of Economy and Finance, but is external to the Ministry’s civil service structure
  • it is staffed from both the private and public sector by highly qualified experts


Its mission is to support and assist public administration in the effective management of EU-funded programmes by meeting specific needs in:

  • highly specialised human resources
  • systems, methods and procedures
  • know-how

Fields of Activity


The MOU is governed by a nine-member Board, which serves for a three-year term.

Human resources

The MOU staff has a high level of scientific training, specialization and experience in the management & monitoring of co-financed programmes and public projects. The selection process was based on the European Union recruitment system. The vast majority of the employees are seconded to the Managing Authorities.


The MOU is funded from programmes co-financed by the European Union and from national resources.

The MOU has established and applies a quality management system ISO 9001:2015 for the scope "Support of management and implementation of Partnership Agreement for Development Framework (PA) and other Development Programmes.
