The MOU is governed by a nine-member Board of Directors, which is appointed for a three-year term.

The company’s highest executive officer is the General Director .

The MOU consists of:

A) the MOU headquarters, with the following departments and units:

• Consulting and Support Services Department
• Planning and Development  Department
• Information Technology Department
• Human Resources Management Department
• Finance and Administration Department, consisting of:
  - Administration Unit
  - Finance Unit
  - Technical Assistance Unit
• Programming and Communication Unit

B) the Expert Teams for Final Beneficiaries which provide various bodies with consultative, administrative and technical support.
